Since we have so many prisoners in the USA why dont we partially solve our energy problems by?
allocating a bicycle to each one to generate electricity to power at least ONE city in their respective State? lets say 125,000 prisoners times X amount of kilowatts each day? Let them cycle for 8 hours a day with breaks. This in turn would make them so exhausted at the end of the day that they would have no time for creating trouble. Moreover, health care and related costs would go down significantly.
The human body is not a particularly efficient producer of energy. The prisoners would have to consume a lot of food to spin for eight hours. It would be more efficient to do exactly what John McCain (remember him?) recommended: expand drilling for oil domestically in a responsible manner, exploit clean coal technology, and build 50 nuclear power plants. Instead we get to build a nice habitat for Nancy Pelosi's widdle mousey.
