what bicycle pedals are suitable for toe clips?
I'm not a sport cyclist, have a 'city' bike, but its an easy cycle into town and back on the flat, and in the climate I live in, I prefer flipflops or sandals, and as my foot has occassionally slipped in this footwear and scraped my toes on the road, I want to put (pink!) pedals on my bike with (pink) toe guards and (pink) straps. I have sourced the toe clips and straps, but am getting confused about the pedals. I am on a budget of about 15 pounds sterling to 20 euros

Most metal, not rubber pedals, will take toe clips easily, even the rubber ones will work but you will have to make the holes and buy some longer bolts.
Rubber and metal pedals are slippery when your sole is wet sometimes, some metal ones have a bit more grip with raised edges on the sides. Then you also can get metal pedals that are not reversible but you don't need to spend so much money.
For my riding and for many in the sport, clip-less is way better but I used clips for over 25 years without much problem. For the kind of riding you do since you don't use the clips to pedal up, loose clips will do, better get the ones with nylon type strap instead of the leather ones. There are also clips that don't have a strap but those may be even harder on you toes.
